What is true Security, ( individual, family, community, government, world)?

Why do we need so many Systems of 'Security'? Could not they be the reason we are insecure?
CIA, FBI, NSA, DOD, CSS, INR, GCHQ, DSS, DHS, etc
Without even going into a true understanding one can easily see that these organizations are ultimately self serving and therefore they must attempt to necessitate the actual necessity of their existance and creates the problems they have and are trying to resolve, because whomever they are investigating must also have a similar department in place as a natural response.
Once could argue which came first the chicken or the egg, but the point of this is that theses systems are failing at creating true security and actually creating more dependence and fueling greater paranoia on opposing sides. The governments of the world are said to be powerful, but only in creating war, paranoia, destruction. If one were to define power as the ability to bring peace, community, family, health and happiness to the world then all the world governments are completly useless and in fact a hindrance to humanity.
There are many anecdotal stories about how any one of these organizations has prevented disaster, ( mostly from movies and fiction novels). However we know that all history and stories are revisionist and biased towards a favorable world view. We know there are classified documents and information that can never be made public.
Having access to this information we can attest that security and the systems to insure it are actually the problem. How government and terrorism have developed a sickly co-dependent relationship in the United States and abroad. How freedom in trade for 'security' looses both.
An international or global world vision, not of government but of dream, what can all countries as a whole work together to accomplish? Is there anything that as a human race we are all endeavoring together to do, strive for, build? Remember peace is not profitable, and would ultimately destroy most of those who are in power because of lack of it, there fore as long as they wish to see peace, create peace, be given alms for their role in world peace, then peace will never come.
Even if the impossible dream of establishing peace, propserity and security using force happened in any particular place or time, what good is that when others continue to suffer incalcuable torture everyday only knowing pain as life slips passed them.
